ParalyShip

ParalyShips paralyze enemy StarShips, rendering them immobile.  Each ParalyShip has a Paralyze Range.  The closest visible enemy StarShip in this range will be paralyzed.  Each ParalyShip can effect only one enemy StarShip at a time.
